Keith established Outland Consultants, LLC in 1998.  He has 30 years of actuarial experience in international benefits.  His employment history provides experience with a broad range of international employee benefit and retirement structures and financing arrangements around the globe:

• A variety of actuarial assignments in a major life insurance company
• Employment as the manager of actuarial services for a Fortune 50 company with extensive international operations
• Working in consulting firms and managing Outland Consultants, LLC


Keith regularly assists clients with consulting about international benefit practices, merger & acquisition due diligence and transition, and accounting for retirement benefit obligations.  Using his broad experience, he helps clients bridge the communication gap about employee benefits between local country managers and WHQ managers.

For the last 15 years Rich has been involved with providing benefit consulting to US multinational companies. In this capacity he has performed actuarial valuations and prepared accounting reports for ASC 715, prepared 404A Reports; developed an actuarial valuation system in Access, performed benefit calculations for Third Country Nationals, and did cost analysis for mergers and acquisitions.
Also, he acted as the enrolled actuary for several US defined benefit pension plans.

John Phomphakdy – Actuarial Analyst

John has over 10 years of experience encompassing numerous facets of administration of retirement benefits and pension plans. He has also been involved in several M&A projects with our multinational clients: on the front end such as, analyzing employee benefit costs, performing benefit due diligence, providing risk assessments regarding employee benefits; and also on the back end such as, transition work including managing benefit implementations for the newly acquired entities.

Khan Moundraty, International Benefit Analyst

Khan joined Outland Consultants in 2000. His major area of responsibility is to assist clients with international retirement pension plans and risk benefits. He has performed pension analysis to support benefit consulting for US multinational companies.

In addition, Khan assisted in development of actuarial valuation programs using relational database systems. He has been involved in providing global analysis of statutory and supplemental pension plans in selected countries to support global business objectives of a multinational client.

Peggy Kilgore

Peggy joined the staff of Outland Consultants January 2005. Her major area of responsibility is to assist clients with international pension and risk benefit coverage for small groups of local national employees. This includes communication with client, carrier, local affiliate, acquisition of quotes for benefit coverage, implementation and completion of benefit plans.

Prior to joining Outland Consultants, Peggy was an account administrator for a consulting company with direct responsibility for communication and distribution of reports and data of pension benefit plans/contributions for a large international corporation.

Kathryn Houston, International Benefit Specialist

Kathryn joined Outland Consultants in 2012. She was most recently employed by Pfizer Inc. , Groton, CT where she was an Administrative Specialist in the Research Unit. Kathryn is a Certified Administrative Professional with a specialization in Organizational Management and has an MA in Industrial/Organizational Psychology.

Anne Garland, Business Development

Anne joined Outland in 2005 and has over 25 years experience in sales and marketing having worked for Hanes, BASF and Honeywell marketing their brands nationally. She has
conducted educational presentations for organizations both in the public and private sectors, and for various trade groups and associations. Anne served as President of ASIDCT 2005-2006 in
the design industry and is a contributing author of “Make your Connections Count”, Thrive Publishing 2011.
